direct tv- not passing the check on 103

Alright, i got a question on an installation i was at the other day. I went for an hd/dvr upgrade. Installed a ka/ku dish, used existing cable , which ran to  multiswitch, cable looked good,c hanged all fittings. ran new cable from switch 2 lines to dvr. I dithered that dish a few times , was getting 90's, to 100 on the 99 and 119 sat. The 99 was 80s and 90's, but the 103 was at 34 per, on both tuners. I could not get that hd/dvr to pass. Now the weather was not too bad, some heavy rain, but intermittent. I'm fairly new to direc tv, but not to cable in general. Somebody help me out here man, hahaha!!!!! I was getting highly irratated, i have to go back to the house, was getting dark. Should i just re run all the cable from dish. I guess i wanna know some possible issues as to what the heck is going on here, bad dvr, bad lnb, cabling? Chris
