That is not the way the game is played. Contractors are free to accept or reject offers of work. They can make counteroffers and bid whatever they feel is fair to them.
Wanna go back to the good old days? "No Irish need apply."............."Colored will take seats in the back of the bus."...."Try try work in these mines without a union card and we will kill you and burn your house."
You could explain the difference between an employee and a contractor. You could help with the math in constructing a bid. Educate them to understand the costs of doing business.
