I'm not trying to dispute what you are saying but I'm sure that there is a sub base in Key West, I don't know if it is still being used as an active sub base but it is there none the less.  This happened around 04&05 and reports said that the Gov. owned up to testing equipment about the same time this occurred. It was sad to see how many dolphins died from this.
