No such thing as QC's on a retailer. As far as grounding....it is a huge issue with DirecTV..but as far as apartments go...no need to ground. With D.N.S.C. and Dish Network....no where to ground no install. And that retailer that is not grounding should be doing his own service work as well unless he has someone doing his installs for him, he may be interested in knowing that his installer is not grounding.
