Because most civilians in need of work realistically expect to be paid for the jobs they perform. So you go out and work for several weeks keeping careful track of what you are owed (like the rest of the world) only to discover that your check for two weeks of work has been slashed in half with charge backs, or simply not right because "we are missing paperwork" or "we have not been paid by the satellite company yet" blah, blah, blah, then these people simply seek employment elsewhere and spend the next couple of months calling for their pay.
Look at most of the ads now "experienced required, but will train the right person" which essentially translates into "you showed up for the interview, you're the right person"
