Different suits making policy...may have had a big accident at some time..Like a contractor we all know, cutting a (unlocated, their fault) high pressure gas main on the RR in Minneapolis with a track hoe..big fire..melted the hoe...killed an employee...shut down AmTrac...put them out of the hardline construction business...probably cost 5M plus, by the time it was over..and again who knows..only my 2 cents worth.
