OTARD does cover most issues with MDU installs, and Denverd is right, NLOP ( no landlord permission) is a way some installers will get out of doing an install if they are lazy. 

That being said, a landlord can still prohibit placement of a satellite on thier property.  FCC states that a landlord can prohibit the satellite being put in a location that is not solely used by the renter, they can also prohibit the satellite being placed on the roof or on mounted to the building. 


So if the customer in question has no balcony or place to install the dish, then the landlord can prohibit the install.
