Your right on some of that info, an OOP is an email or phone call made directly to the presidents office, but they are screened to an extent, if one is deemed legit by the OOP team for DTV, they will send the information down to the HSP contact. They will be given the chance to investigate the issue, similar to a damage claim. DirecTV does charge back the HSP on legit OOP claims, it used to be on a ladder system; meaning the first legit OOP would be $750, the second $1000, then the third and all after are $1500. This was the policy a few years ago, it may have changed since then.
