Very interesting about being a civil incident. I can't say they can call that a crime since it is civil in nature. I would venture to say that if in your case it doesn't fall under the public safety office they can't give you a fine either. Civil is personal and crime is public. But in Arizona it was set up as "an enhancement to law enforcement". So it goes to the court system.
