This did happen and the brass was being destroyed for awhile. Selling it for $0.35 per pound shredded as opposed to $3.00 per pound as reloadable brass.  There was a pretty big stink and a couple of Senators got involved and had DOD change the policy. Max  Baccus(?sp) was one of them. The real problem was it was done and no one knew about it. This was tied into a UN policy that we signed (US) a couple of years ago and it has all kind of back door stuff like this in it. The new one that was just signed in Mexico has even more.
The end result of a socialist is the same as a communist. The communist is just in a hurry and has a gun.
