To answer your original question, almost anyone can install cable. There is nothing hard or difficult about it. Using a PDA is pretty much self explanitory as well, and just by playing around with it anyone should be able to figure it out. Maybe one would just have to throw out a few questions if needed to an experienced user of that software.
Charter is no different than any other cable system. I've worked all over the country, and it's amazing how many people that haven't worked in other systems think their way of doing cable is something "special" lol.
It sounds to me, from reading the posts here from you and others, along with apparently the posts from the Charter "guy" you talked to, that most "intelligent" techs back out. Maybe he is so overbearing in his hiring process, or the pay scale is horrible, whatever the cause is, it sounds like about the only applicants that make it through his screening process are desperate and dumb, and therefore can't even do something as simple as install cable.
So to answer your question "What's so special about Charter Cable Installation"?
Nothing at all.
