unfortunately it's all about control. Obama is doing nothing but a power grab. It's not that only he won't take the money back but he is now trying to force tarp money on banks that don't want it to begin with. If they insist on not taking it the banks are being threatened with 5 year audits. Plain and simple that is extortion
