Its been like that here in the deep south.  Upgrades have been downgraded to $15 from $30, nothing for installing a dish, KaKu nor 18x20.  Additional outlets are still $15 but with a $8 backcharge for nonresponders. They are basically free.  Some days one of two trucks go dont roll because the others only have one work order.  A few installers quit so this week was an exception.  But things will be back to free when they hire new people, unaware of the new rates.
There are a lot of service calls but they will mostly be backcharged to the installers.
