Thinking of getting back into the business

I have been out of the business for 2 years and have been working for the Housing Commision for the City. The budgets seem to be getting cut more and more and they seem to want to start adding more and more to our positions with no overtime and no more pay. I am afraid they may start cutting positions. What do any of you recommend? I have 13yrs experience in the business but it seems the business has changed so much in the past 5yrs. Its not like it use to be when you could just jump out and have a good paying job in 1 day.
My IQ is 127 and I can walk and chew gum.
