The CMTS was so that you could control access and speeds and manage the accounts. The T-1 line is much more reliable due to the amount of traffic that you would be handling. In most neighborhoods, you have lots of kids downloading music and movies, guys surfing porn videos, VOIP, and people playing twitch games.
