I used to manage a cable operation. I required all my techs to call me if they needed traffic stopped to cross a street safely. It didn't take much time for me or a closer tech to drive there and stop traffic long enough for him to run across the street with his cable caddy, climb up the pole and attach. I rather take the time to do that, then have a cable line drop on a car or cable catching a buss or something and knocking my tech off the pole. I also gave the jobs that I knew were on those types of roads to the guys with trainees. But here is a basic way of doing this.
1. Attach cable to tap and span clamp
2. Move ladder to bump pole across street.
3. When the cars are clear grab cable caddy and run across street
4. Climb up bump pole quickly with cable and pull the slack.
5. Install hanger and attach to hook (make sure hook is installed before moving cable across street)
This method only requires less then 1 minute of clear traffic.
