attach at the house, bump pole or mid-span first(which ever best for the situation). tie your drop to the old and leave it across the road to be ran over. pull your drop away even in the pull over areas or shoulder as to avoid a vehicle catching it(CONSIDER ALL SCENARIOS) it can/will happen, and it only takes one time. Also as Nate stated attach and throw a line over strand use the weight or tie off the drop or rope. call the local PD they'll come and stop traffic for you. Think it out, safety first and foremost.
