You could try a small hand line. Hook it to the cable, bring the line only across the street to the pole, climb up and pull like hell till you get the coax. It helps to pull the right amount of cable. (too short/long sucks) Not always the way, but it works if you have a clear look to the street in both directions. Always start at the house when doing this so you finish at the pole. If this don't sound safe to you don't try it on a busy street. It does work and IS safe if you are smart about it.
