I have done the FTTH for several years, you are a little bit misinformed.  They still need contractors just as bad as cable companies do.  As for specs, still the same standards as cable.  As for billing power is a separate bill.  You get 2 bills from the power company 1 for power and the other for cable, internet, and phone.  Certain laws prevent them from combinding them.  Fiber is cheaper to maintain and better than coax, get used to it everything is heading in the fiber direction.  Learn it now or be left behind.
