I’m not familiar with the old Star Power/ RCN design, but it can’t be to far off from what we were doing in Manhattan. If so, this would be 1 node per building. You said that you had 2 customers on the same node with this problem. I would set up a modem at the node and watch for packet loss. This will tell you if you have a distribution issue or a hub/ headend problem. If the hubs are still the same, duel output up converter from the IF of the Cisco CMTS. Depending on the number of modems and combining, too many what if’s.
Just cover yourself, and see if the problem is at the node.
