Most non-compete documents are only enforceable while he's working for the company he signed the document with. Example: I work for an contractor installing/repairing for Comcast Cable. If I have signed a non-compete, I can't go do installs for Dish or DirecTV as they are competitors for Comcast. When I leave the employ of that contractor, the non-compete is moot.

Right to work, is a right to work for whoever I want, whenever I want. Plain and simple.
