I don't even know if it is Charter in general. I think it just depends on what system you work at. I worked for knology in Charleston SC and loved it but heard bad things about the system in Georgia from techs in SC. I hear a lot of guys complain in one system about Charter but not in another. Some times you just have crappy management no matter who they work for. Besides we all know as a contractor we literally are number 2, but that's how it works. Mo money mo problems.
