I had the same problem back in the early '80's.
A guy at a bar told me this and it worked GREAT!
I had a reel to reel tape recorder back then, but I'm sure you can improvise. My next door neighbor worked nights and he used to leave his dog out all night (weather permitting) and it barked all night long, so I recorded it and played it back all day long with my stereo cranked all day long with the windows open and speakers pointing to his house (weather permitting) for about a week.
Problem solved.
