It has to be Comcast pushing it. The complaints of this is to widespread, it doesn't make sense for the primes. I don't see the advantage to anybody, but Comcast.
Advantages to Comcast
1. Next time a tech does something that makes the news, "it was an employee of XYZ Communications."
2. Uniform trucks (branded COMCAST)
3. Techs all in uniforms.
4. Easier to track backgrounds and drug testing requirements.
5. They even mandate what meters they would buy (doing that now). Everybody in a specific market would have the same meter.
