Excellent quote! Without an understanding of the historical context, I can see how you would think it somehow supports your view. It's actually the contrary.
Super-condensed and simplified history: The American Revolution was about gaining freedom from the British aristocracy but the kind of government that would emerge wasn't always known. During and after the revolution, two factions emerged as to who should get power in the new government. On one side you had Jefferson and his followers (Democratic-Republican party) who believed that everyone should have an equal share, and on the other Alexander Hamilton and his followers (Federalist party) who believed that the new government should be more in tradition with the British aristocracy. This continues to an extent even today where we have Democrats (Democratic-Republicans) and Republicans (Federalists).
The Federalists believed that common people were ignorant and couldn't self-govern. The Democratic-Republicans believed that the monied elite (merchants, bankers, industrialists) would try to rule over the famers and workers who did the actual labor, as they did in Britain. When Jefferson talked about "those who are willing to work" he was referring to what we would call the "working class" today, and "those who would not" were the "rich" who profited from the working class despite doing no "work".
To apply Jefferson's quote to the current oil price situation, the oil company executives and speculators who profit greatly are the people he says take away from us, who actually do work.
