I saw it the other way..........Comcast had no staff for the joint trench so no CATV in a 200 door community. I found them selling PrimeStar and just signed enough doors each week to meet my sales quota. Then I went out and installed them.
At the time Comcast was a PrimeStar Partner. They were eating a little of their tail eack week. The cure was to sell the asset that was feeding them.
What you described is worse...........LocoDawg there i money to be made on that project!......Sit on it and mark whatever wire you can......You will become the only one who knows.
New York City is like what you found but they didn't know any better.
