Standard for returning unused materials

Is there a standard for returning unused materials? I had a sub that supplied conduit. I paid them for labor and materials to do a job, and at the end of the job they loaded all the excess materials. Well now its time to settle up and they are saying the materials are worth .50 cents on the dollar. Does that sound correct?
