I have been on the Phoenix job since Sept. 2007. I have gone through two design changes and about three spec re-alignments.
The trouble with "the customer" is that they are expecting new build sweep results with just a mod swap.
My understanding is that they recently changed Qc contractors, and that is the main reason for the returned books.
