Screw Wall Street. They funded bad loans, they can eat it.
Take the 750 Billion and invest in low-interest loans to the energy market for such things as large scale creation of solar and wind farms. Programs to bring alternative fuels to gas stations to put an infrastructure in place for alternative fuel vehicles.
Provide loans to upstart alt-fuel and electric vehicle companies that have all production within the USA.
Pass an International Federal Minimum Wage Law that requires US companies pay the Federal Minimum Wage to all workers outside the USA. That way some Chinese factory worker gets minimum wage at least, or the jobs will come back here. Pass a federal tax on businesses who use 80% foreign labor or 80% foreign-produced goods in retail sales.
Begin a long-term program of replacing taxation as the principle source of revenue with a program consisting of loans made to businesses, etc. Eventually do away with taxes altogether and fund government using revenue generated from interest on loans.
