Are you required to do the Punch down? When I did commercial we were only required to get active service the punch down and crossconnect were the customer's responsibility. Becareful your ability as a complete technician opens you up for blame. It has happened to me before. I would return and figure out the issue and prove that it wasn't me. If they called they company that installed their equipment to take a look at the issue they will blame you so they can justify they work order. Alot of times they were just covering up their crappy install.
