Actually: The operating MSO pays a custodial fee to the pole owner which most of the time is split between Power & Phone companies. Typically, during any Make-ready or walk-out project's preliminary ride out, the MSO representative would identify such hindrances and document them up front to be affected by the custodial company.
In realtime situations, your (MSO) engineering department needs to be notified so they can escalate the problematic area(s). In return, your needs should be addressed within a week or so.
Reality Check: Yeah, cable dogs typically clear their own paths but you need to take every safety precaution when doing so. We don't want to read your Obit on these pages and have to make a calling to your widow or kids.
