Would not work an hour and a half for free. If i got paid to tree trim then its no prob. Thats like sweeping and having a bad spot in the cable, pothole, and splice for free. If the guy didn't feel safe about doing it, then he shouldn't. All the poles this guy has been to and this one he didn't want to do because of safety concerns. Who is going to pay this guys bills if he hurts his self doing something for free nonetheless. My 2 cents.
