The answer is 'the person who needs to get to that tap'... YOU..
It is unlikely that any company will have it done so that an Installer can get to the Tap.. Most will just laugh at the notion..
If you would learn to climb, you would have the problem at hand..
I'm not trying to be a smart@$$.. I speak from experience.. Not all poles are easy to work.. That's just the way it is.. You gotta take the good with the bad.. It ain't always easy.. Just do it!!!
You' be amazed what you could do if you set your mind to it.. But that's just me...
P.S. If all else fails, find a Lineman and buy him a case of beer..
