may not be a union thing. We have contractors working for us on certain jobs that we are not equipt for. hinkels does alot of work for us. Qwest is also up here but they seem to have more U/G capabilities then we do so i dont think they have to contract as much out as we do. I am sure some of it may have to do with unions.
