Never See Phone Work.

When I was working in other states before I moved back to Arizona I use to see people working as a contractor for the phone company. Anyone know why they aren't using contractors in the Phoenix area with Qwest? I know Qwest is union but I can't imagine that being the only reason. Please explain!
