The problem is this! They need help! Do you know that Cuban Americans automatically receive public assistance upon arrival? Most live with family but a few of quite a few million is alot. Then you have Americans who are either down on their luck, do not have marketable skills or just complete fuckups. Those who receive political asylum are elgible. Those who are on disability and can't work are elgible. The system is broken because state governments are taking advantage of federal funding. If they did their job correctly their state will lose funding. Fuzzy math! Just like ENRON!
