The work really only has to be good enough to pass a certification so the project starts generating extra income. And they want that extra income (they being the mso) for the least amount of investment. They don't care if the customers complain once they get them online. It is easier to retain the sub with bribes (credits and a deal on hbo for 2 months) as long as the stockholders are happy.
