Absolutley a subcontractor can be charged back. I used to sub for Insight Communications in Evansville, IN and they will charge you back for anything they can. They charge $300 for a missing converter and even $500 for a ped key! I once got a $2.00 chargeback for not securing a drop over 30 inches from the pole. LOL Any trouble calls that came back to you cost $47.83 immediatley to roll a truck! Now I work for a different company and they do not do chargebacks for trouble calls.
