Have you checked the levels on the modems diagnostic page ?
Also I see you posting here quite often and assume you have put a good meter to your coax coming to the modem and checked MER and BER to see if there are errors.
What were the speeds when checked with a clean laptop ?
Make sure the desktop isn't bogged down with garbage.
Is this through a router ?
