been like that for years around here.
If you flag out here you have to be certified and carry your card.
As soon as we get over the fog line we have to have 3 signs in each direction. If speed limit is higher then 35mph then its 4 signs each way. If we are near a intersection total of 12 signs. And yes we have the 36" cones. We have 2 flaggers that follow us daily. We have to have a copy of our traffic book with us and fill out daily forms. If OSHA comes by we have to tell them what TAD we are using.
Its a pain at first but eventually you get used to it. good luck
