It gives the rider a visual memory of the ridee I guess. I think fag flag is a good description! If I saw a guy wearing one there I would automatically assume he is one. I saw a guy with a rose on his calf and he walked to a VW with a fag sticker so I am sure the guy you spoke of is definitely fruitier than a bag of skittles!
