The system is not tight. If you ever get back around that area, do the same tests you did at the ground block outside.. If the prob exists at the input on the ground block, the mainline plant has a slight open and the first place to check is the seizure screw on the tap. Or in some instances, the splicer has put too much torque on the seizure screw and the stinger does not pass the RF correctly. Anyway, if you can't reproduce the same results at a diff location, then just for curiosity sake, I would look at the ground block at the first location, and then next the tap splicing itself. I am surprised however that you did not have any problems with the low band, or they were there, just not noticable. Good luck and keep us all posted if you find out anything...
