Preferred method for me would be a scrapper. They are costly though,
and at&t is not going to let you keep the copper. Rodders would be useless if you ask me, but a good hogg&davis or altec puller would be the next on my list.
Also, some of the older duct systems are clay tile and have been broken and crushed, so you will also need a backhoe to do dig ups if they are desperate enough for the duct space.

Air pipes are just that, pipes that carry air from the central office to various points in the duct system, there is no copper in them. I am sure you meant duct pipe.
