Scotchlocks were all we used for Contel in Va way back when, make sure to stagger the length of your binder groups 3 or 4 inches, twist all pairs in the group to the same length & tywrap them back to the core as you go. Each group will look like a bunch of flowers after splicing. The setup should pay extra because you need to twist all pairs and cut to the same length before splicing. The people youre working for probably dont have any splicing experience or tools so if they need get into the splice they will feel more comfortable with scotchlocks. Good Luck
