Custom Work

Is it the normal practice for an HSP to take a percentage of the money charged for custom work done by techs. who are subs of their contractors. They even want you to have the checks made out to them and then pay you minus their %. Is this right. Especially when they want to hold on to the money for 2-3 weeks.
