If you are an employee, training should be provided. If its a contractor position, then the job belongs with someone who already has the training.
FWIW, I wouldn't bid less than $80 for one receiver connected to one dish and less than $25 for each additional tuner/receiver. Of course, he should probably get someone who knows what they are doing for that price.
