this happened in our shop, guy had 2000 worth of dvrs on his truck, was owed 1500, chargeback game............final check is under 500, dvrs kept on truck, cops called, no action taken. it's a civil matter. happened with a ladder and a drill as well. the dvr's ladder and drill were all given voluntarily. money was owed. property not returned. two counties, two cities, same result both times.
