Question about tap changeouts in Atlanta

As everyone knows there is a tap changeout project going on in Atlanta GA. There are one maybe two main contractors getting the bulk of the work. They are then giving the work to another contractor, who then gives it to another contractor. Why wouldnt someone just go to the main contractor and get the work, I see the post from the main contractors, so I know you can get it from them directly. Whats the benefit to working 4 - 5 - or 6 companies down from the prime? Is it hard to get the work directly from the primes like Comtrac? or whats the deal? Someone with some insight or thoughts let me know what you think. I have been working the 4 man down from the top thing for about a month with plenty of headaches. Whats the deal?
