that is a standard practice in m.d.u.'s when the splitters are not able to be located or if the unit has only one outlet and the customer is ordering video and data or phone. some modems like the arris's have trouble linking up the phone side , you find some m.s.o.' want you to use a d.c. 4 at the outlet .i have had a higher failure rate with d.c.'s so just went with the conventional method of slappin in a 2 way splitter , good luck
