One step further: no more sub/contractors in Il?

If you read into all the rules, unless I am missing something, wouldn't this make all direct contractors employees of the company? Think about it, the direct contractor is being routed, trained, issued MSO equipment, has timeframes to meet. Where in this bill does it isolate the Prime Contractor being classified as an Employee? It will take a lawyer to figure this one out!
